Curious about Defogger in rear window |

I have a Camry '02 LE, and i'm just wondering if those top 4 lines
are supposed to work in the defogger in the rear window... They
don't seem to do anything but all the other lines work. I find it
quite strange that there are lines there but aren't doing anything.
Is this normal?
