Heater Not Working

My 1987 Camry has been out of comission for about a year and just got it back on the road. The heater is working intermitently. It takes about 30-60 minutes for the heater to come on. What I have checked out: Comes up to temperature in about 5 minutes. The mixing flap and the coolant value are connected together but they are not moving. They finally start working after the 30-60 minutes. When they are working it all seems to be fine. Lubed the cable and the flap and it will move back and forth like normal with no binding. I cannot figure out why this is happening. I move the temp control lever back and forth with nothing happening. When it starts working, the lever controls the temperature fine. Any ideas? All other heater controls appear to be working ok.
