My 23 months old Camry 8,000KM recently found steering shiver only when braking on steep hill, any ideas what caused this problem?

I think it is the alignment or due to improper wheel balance.

Most likely rotors are warped from exessive braking or from improper torque on the wheel lugs from rotations.
